SETTING UP A HIGHER AND UNIVERSITY EDUCATION ESTABLISHMENT IN A RURAL ENVIRONMENT AND COMBATING THE UNDER-QUALIFICATION OF SECONDARY SCHOOL TEACHERS: THE CASE OF THE MASHALA HIGHER PEDAGOGICAL INSTITUTE (2013 - 2020)

A country's strength lies in the quality of its scientific staff. The creation of a higher institute of education in rural Congo is of vital importance, as it will provide the administrative body with staff worthy of meeting the technical and professional needs of the environment. This study shows that since 2012 - 2013, the Mashala Sector, in the Dimbelenge Territory (Kasai-Central Province, in the Democratic Republic of Congo), has seen the creation of a higher institute of education for the first time. Our main concern in the course of this investigation is to make a value judgement regarding the impact of the creation of a higher education institution in a rural environment on the fight against the under-qualification of secondary school teachers, and hence on local development.
